In the current stage of regional children programmes, the improvement of the quality of the social care system is a priority. This means not only strengthening the institutions and increasing their capacity, but also developing the competences of their employees. In this research, we examine the effectiveness of the activities related to the latter factor. We want to understand the logic of decisions made by decision-makers in the local social care system, especially the decisions of child welfare workers, using the new, internationally accepted questionnaire method of social work (vignette technique). By applying this method, researchers are able to reveal the fundamental but not conscious or undeclared aspects of decisions.
